IrfanView - one of my all time favorite free programs - now has some limited "paint" capabilities. You have to install the plugins. If you need a low impact file viewer that has some nice editing capibilities... Check version 4.10 and get the new plugins too. http://www.irfanview.com/
There is also a new version of The Gimp - I am not sure how much better it is - but the new version is prettier! http://www.gimp.org/
