Sort of discovered why the A/C is out in this huge old building I work in...

Lowell is surrounded by canals. (Visit Lowell - America's Venice?). The electric company owns the canals. They use them to make electricity. The park buys canal water from the electric company. At night when the electric rates are lower - the park turns the water into ice. And then during the day, they blow fans over the ice and BINGO! cool air.

Well... there is at least one flaw in this fine system... When it gets really hot, when you really need A/C ... the canal water is too hot to get frozen in the allotted time.

Needless to say "management" has a regular A/C system in their building.
